[Verse 1] Monday paper dressed in federal gray, Volume one-sixty, number forty, dated the third of a quiet October day. Part One is the town crier, shouting before the ink is dry, Every rule still breathing, nothing finalized, nothing signed off, just notice and reply. Canada Revenue Agency counts the coin that's due, Trade Tribunal weighs the tariffs, checks what's fair and what's askew, Public Service Commission guards the hiring hall in view. Part One whispers softly, just a draft, just a sound, Part Two stamps it certain — закон найден, закон found. Canada's rulebook breathing quiet in the margins of your day. [Verse 2] Environment and Health are sharing one single sheet, Privy Council Office murmurs where the cabinet meets, Trans — the transport ministry, trimmed down to fit the frame, A notice isn't law yet, just a warning before they carve the name. Think of Part One like a sculptor's chalk marks on the stone, Before the hammer falls on it, you can comment, write, make your voice known. Part One whispers softly, just a draft, just a sound, Part Two stamps it certain — закон найден, закон found. Canada's rulebook breathing quiet in the margins of your day. [Bridge] Promulgate — a rare old word, it simply means: made known, pushed from whispered draft to settled law, official, carved in stone. Part Two is where it's promulgated — printed, dated, done, Volume one-fifty-nine, number twenty, October seventh, one by one. [Verse 3] So Part One's the nursery, Part Two the graduation hall, commissions post their business, departments post their call, Revenue still counting, Trade Tribunal holds the scale, Health and Environment watching the water and the air we inhale. Read the Gazette like a forecast for the weather laws will bring. Part One whispers softly, just a draft, just a sound, Part Two stamps it certain — закон найден, закон found. Canada's rulebook breathing quiet in the margins of your day. [Verse 4] Some pages hold appointments, a judge, a board, a seat, some hold the treaties ratified where nations' envoys meet, Part Three keeps the statutes once they're voted into form, the whole archive a ledger weathering every storm. Librarians and lawyers, clerks who file it all away, keep the paper trail unbroken from October to today. Somewhere a farmer checks the tariff, a nurse reads the new decree, the Gazette binds them quietly, the whole country, you and me. Part One whispers softly, just a draft, just a sound, Part Two stamps it certain — закон найден, закон found. Canada's rulebook breathing quiet in the margins of your day.
