The Government of Canada says that Part II "contains all enacted regulations and statutory instruments," with regular editions published every second Wednesday[2].According to the October 7 edition, one item, SOR/2026-195, is based on an order dated September 22, 2026, in which "the Governor in Council is of the opinion that the actions of the Islamic Republic of Iran constitute a"[1] serious breach of international peace and security.Global Affairs Canada says that on September 22, 2026, Canada amended the Special Economic Measures (Iran) Regulations to list five individuals and five entities[3].Global Affairs Canada also reported that Foreign Affairs Minister Anita Anand said the people and entities were targeted "for their role in the Iranian regime's brutal repression of its population."[4] The department said the sanctions are aimed at "senior Iranian security and government officials, as well as state-directed entities, involved in digital repression"[4].The department's backgrounder lists names including the Seraj Cyberspace Organization, Davoud Moazami Goudarzi, head of Greater Tehran's Cyber Police, and Eskandar Momeni, an IRGC senior commander and Minister of the Interior[5].According to Global Affairs Canada, Canada has now imposed 24 rounds of sanctions since October 2022 against 237 Iranian individuals and 265 Iranian entities[4].The same Gazette edition also contains an order dated September 25, 2026, made under the Nuclear Liability and Compensation Act[1], according to its text.
