According to the Wall Street Journal, a 12-year legal campaign resulted in Norway's seizing a research ship in Svalbard, deep in the Arctic Circle.[1] The Associated Press reports that Russian President Vladimir Putin compared it to "state terrorism."[2]
The Wall Street Journal reports that this summer Russia's Geographical Society leased an ice-strengthened vessel for an expedition to map Russia's historic presence on Norway's Arctic archipelago of Svalbard.[3] According to the Journal, Norwegian police boarded the Professor Molchanov at its first stop, the Russian-run mining town of Barentsburg, with a court order to seize the ship and its paperwork.[3]The AP reports that the Norwegian court ordered the seizure as part of efforts by Ukraine's state energy company Naftogaz to recover a $4.22 billion arbitration award.[2] The AP says the award stems from Russia's 2014 illegal annexation of Crimea and its seizure of Ukrainian energy assets, including gas fields and pipelines.[2]The Journal reports that Naftogaz, working with Covington & Burling, battled in the courts for nearly a decade with no result.[3] According to the Journal, It wasn't until April 2023 that an international arbitration tribunal in The Hague ruled that Gazprom had unlawfully expropriated Naftogaz's Crimean assets.[3]Naftogaz chief Sergii Fedorenko told the AP that "Russia cannot evade responsibility simply by refusing to comply with an international arbitral award.[2]According to the AP, Russia's Foreign Ministry said the seizure left Russians on Svalbard "effectively under a state of blockade"[2]. The ministry added that Moscow "will seek to lift the vessel's arrest."[2]RT reports that Foreign Minister Sergey Lavrov accused NATO states of seeking to turn the region into a "new front" against Russia[4]. The AP reports that Putin said such incidents "complicated" the prospects for future peace talks.[2]
